Timeline documentation?

What I have been asked to do, this is following details the client wants, to do is create a construction timeline of photos. I have not accepted the contract yet because it was a little different on how it is displayed. The customer wants aerial shoots, no big deal and I can handle that. They want the shoots from the same location each and every time. Again no big deal with DJI and it waypoint function. But instead of a regular showing like in a slide show, they want the photos stacked one over the other each with its own interactive tag.

Like Week 1 and date. Week 2 and date, and so on, so all shots would be accessed one over the other, the twist is allow two photos to be displayed with the ability to make one more translucent so that a better overlay can be seen of the two photos.

I am not sure this can be done and I believe 3Dvista may be the correct avenue to create this, but I am open to any and all suggestion, has anyone attempt this or even something similar.
